This is regarding the fact that the estimate was done by NCAER (National Council of Applied Economic Research) for the ninth Finance Commission for terminal ideal GST, whereas GST -- which is work in progress - may take 20 years. The GDP growth in the April-June quarter of the 2019- 20 fiscal was 5 per cent, according to government data.

Debroy also said there is a continuity between the policies from 2014 to 2019 and the expected policies from 2019 to 2024.
